Using melted candy in cut parchment bag, outline and fill?in area. Refrigerate until firm. Turn crown over and overpipe on back side. Refrigerate until firm. Attach mini chocolate candies at points of crown using melted candy.
Also: Prepare cookie frog and heart. And: Prepare base. Wrap craft foam circle with Fanci-Foil. Attach white ribbon around outer edge, secure with tape. Attach message to front?with melted candy.
Bake and cool cupcakes. Ice with buttercream; sprinkle on confetti. Make small candy crowns. Insert frog cookie in base. Trim lips lollipop?sticks to graduated lengths; insert into base behind frog. Curl curling ribbon and position on base. Position on pedestal cake stand. Surround pedestal with cupcakes.
