Cut, bake and cool bell cookies.
Using full strength color flow icing and tip 3, outline cookie. Tint icing a lighter shade of blue, thin blue and white icings and flow in cookie. Let dry for 2-3 hours before further decorating.
Using full strength color flow and tip 1, pipe dots on bell. Using tip 1 and dark shade of blue, pipe tip 1 scrolls. Pipe ball on bell with tip 5. Add tip 3 line.
