Ice sides and background areas smooth. Outline body, shoes and arms with Tip 3, making them narrower than pan outline. Pipe in Tip 4 eyes, mouth, tongue, collar, cuffs and shoes (smooth with finger dipped in cornstarch). Cover face, body and pants with Tip 16 stars. Pipe Tip 3 dot buttons on cuffs and pipe-in tie. Add Tip 3 pull-out hair. Pipe Tip 18 rosette bottom border. Print Tip 3 message.
