Bake and cool cakes. Cover with melted candy; let set.
Use a spatula to add a thin layer of melted candy to sides; immediately sprinkle with nonpareils. Tint portions of melted candy blue and black using candy colors.
Pipe dot and outline facial features using cut parchment bags. Insert cake pick.
