Ice cake sides and background areas smooth; elongate window area to measure 2 in. deep. Ice insides of wheels smooth; pipe tip 3 outline spokes on front wheels and tip 3 dot axles on back wheels. Add tip 3 separation line between engine and engineer compartment. Pipe tip 7 outline track on front side of cake. Pipe tip 16 zigzags on angled front (cowcatcher) and smokestack. Cover remainder of train and top and bottom of smokestack with tip 16 stars. Pipe tip 16 rosette headlight. Add tip 7 number on engine.
Pipe tip 21 swirl wheels; add tip 16 zigzag axle to front wheels. Trace birthday cake pattern with toothpick; ice smooth. Pipe tip 2A outline trailer base above back wheels. For cake, pipe tip 3 frosting; add tip 4 ball bottom borders, tip 7 outline candles and tip 16 pull-out flames; print tip 2 message. Pipe tip 7 shirt on conductor; pipe tip 2A ball head; pipe tip 7 hat. Add tip 3 stripes on shirt, hat and brim; pipe tip 3 dot hand. Add tip 2 mouth, dot eyes, nose, cheeks and ears. Pipe tip 16 shell bottom border, except on track side. Sprinkle rainbow jimmies around "cake"; insert balloons in smokestack.
