In advance, using royal icing, for each cake make 70 Tip 224 rose drop flowers with Tip 3 white dot centers. Make extras to allow for breakage and let dry.
Ice sides and background areas of cake smooth with spatula. Outline Tip 4 body, facial features and shoes. Pipe in Tip 4 whites of eyes and dot pupils (smooth with finger dipped in cornstarch). Outline mouth with Tip 4. Cover face, legs, bodice of dress and collar with Tip 16 stars. Cover skirt area with Tip 124 ruffles beginning from hemline to waist. Use Tip 789 to pipe band birthday banner. Outline hands with Tip 4, overpipe twice; fill in with Tip 16 stars. Edge banner with Tip 3 beads. Pipe in bottoms of shoes with Tip 4 (smooth with finger dipped in cornstarch). Add Tip 17 pull-out star hair. Pipe Tip 18 rosette bottom border. Position clusters of drop flowers around bottom border; add Tip 352 leaves. Print messages with Tips 3 and 1. Make 3 bows, using 8 in. of ribbon for each; position in hair.
