Step 1
Roll out a portion of dough; cut hat cookies. Press remaining dough into treat pan cavities, inserting sticks. Bake and cool all cookies. Cover cookies with thinned royal icing, red for hats and white with a little red added for round faces. Immediately sprinkle hats with red sugar.
