Make star color flow pattern, using smallest cookie cutter. Make 20 small stars:
Use color flow icing, outline pattern with tip 2, then flow-in. Make 5 star point
panel using color flow icing. Make extras of each to allow for breakage. Let all
dry.
Using royal icing, make 65 tip 131 drop flowers with tip 2 center. Let dry.
Cut lollipop sticks as follows: one at 6 in.; two at 5 in.; two at 4 in. Attach
small stars with royal icing. Let dry.
Position star cake on cake board cut to fit. Ice star and 1-layer 16 in. cakes
smooth. Prepare cakes for stacked construction and push-in leg construction.
Position star cake on top of 16 in. round. Add tip 18 top and bottom shell borders
to 16 in. round cake and tip 18 shell border to bottom star cake.
Cut 5 additional lollipops sticks in half and insert 2 sticks horizontally in
the side of star cake (1/2 in. down from top) to support color flow star points.
Position star points on cake. Pipe tip 18 top shell border on star cake; add tip
3 string outline of star on cake top. Position flower clusters and add tip 352
leaves.
Ice 1-layer 6 in. round cake smooth. Add tip 18 top and bottom shell borders.
Add drop flowers with tip 352 leaves.
Add color flow stars to 16 in. round cake. Print tip 3 message on 16 in. round
and tip 3 name on 6 in. round.
Make tulle puff by layering blue/white/blue tulle circles and gathering at the
bottom; secure with small rubber band. Fluff out edges of tulle.
Position twist legs in plate and insert in cakes. Add Glad Graduate and star lollipops
. Position tulle puff.
