Ice 2-layer cake smooth. Use Cake Dividing Set to divide cake into 12ths, alternately marking top and center of cake sides. Pipe tip 16 stars in crisscross pattern on cake sides. Pipe tip 18 top and bottom zigzag borders. Edge top zigzags with tip 18 stars. Attach candies. Write tip 3 message. Position toppers.
