Use scissors to trim cake circle to 9 in. diameter. Wrap with foil. Bake and cool two-layer cake. Place on foil-wrapped cake circle. Ice smooth with light blue buttercream.
Using Rotary Cutter, cut two strips, 2 in. high, along the length of Light Green Sugar Sheets! Make wavy edge with Rotary Cutter and attach to base of cake with piping gel. Cut two additional strips, 1 1/4 in. high, and create another layer of hills. Attach with piping gel. Cut additional strips, if needed.
Using tee pattern and black FoodWriter, trace pattern on back side (shiny side) of Red, Bright Blue and Bright Yellow Sugar Sheets! Cut out two tees in each color with scissors. Attach to cake with piping gel. Using same colors, trace and cut flags using pattern; attach with piping gel. Use punch with Large Circle Cutting Insert to cut six golf balls from White Sugar Sheets! Use black FoodWriter to draw C-shaped dimples. Attach balls above tees with piping gel.
Using Rotary Cutter, cut two strips, 3/4 in. wide, along the length of Bright Green Sugar Sheets! Use scissors to cut fringe for grass; bend some of blades forward. Attach to cake for bottom border. Cut additional strips, if needed. Insert candles.
