Step 1
Bake and cool cupcakes. Cover cupcakes with tip 16 orange pull out stars. Cut licorice into 2 in. lengths for legs, you will need 8 for each cupcake. Insert one licorice end into spice drop, other end into cupcake. Position icing decoration into cupcakes. Using black icing, pipe tip 3 hat brims, then pipe tip 8 hat peaks. Add tip 3 yellow hatbands.
