Instructions:
Step 1
Bake and cool cookies on sticks. Place cookie pops on cooling grid over waxed paper. Pour thinned white Color Flow icing over cookies. Let dry.
Step 2
With tip 3 and full-strength black Color Flow Icing, pipe hat; pat smooth with finger dipped in cornstarch.
Step 3
With tip 2 and full-strength black Color Flow Icing, pipe dot buttons, eyes and mouth.
Step 4
With tip 3 and blue Color Flow Icing, pipe scarf and band on hat. Pat smooth with finger dipped in cornstarch.
Step 5
With tip 2 and full-strength blue Color Flow Icing, pipe pull out dot fringe on scarf.
Step 6
With tip 2 and full-strength white Color Flow Icing, pipe dots on scarf and hatband.
Step 7
With tip 3 and full-strength orange Color Flow Icing, pipe pull out dot nose.
