Prepare cookie recipe, roll out and cut cookies with cutter from set. Bake and cool following recipe directions.
Decorate the following with full-strength royal icing on a waxed paper-covered board. Ice head and body areas smooth with spatula in white. Pipe tip 8 hat in blue.
Add tip 4 zigzag fur trim in white. Outline and pipe in tip 2 mouth in black. Add tip 2 outline tongue in red. Pipe tip 2 dot nose in white and outline eyes in black.
Pipe tip 4 outline scarf in violet; pat smooth with finger dipped in cornstarch. Add tip 2 pull-out fringe. Pipe tip 4 dot buttons in red. Pipe tip 8 ball hands in white.
Trim lollipop sticks to 2 1/2 in. long. Insert sticks into hands; overpipe hands with tip 8. Attach hollow-center candies to sticks with dots of icing.
Trim points at end of gum and attach to cookie with dots of icing. Let dry completely.
