In advance: Prepare bodies. Bake and cool brownies in silicone mold supported by cookie sheet, filling cavities 2/3 full. Cover with melted candy, allowing excess to puddle around bottom for melting effect. Chill until firm.
Also: Prepare witch hats and heads.
For hats, using melted candy in cut parchment bag, pipe 1 x 1 1/2 in. oval brims, approx. 1/16 in. thick, on cookie sheet; let set. Cover cone-shaped treats with melted candy; let set. Attach cones to brims with melted candy; chill until firm.
For heads, tint portions of fondant green, violet, yellow and orange. Roll a 1 1/4 in. diameter ball for head. Roll small cone for nose; attach using damp brush. Use FoodWriter to draw eyes and mouth. Roll out fondant colors 1/16 in. thick. Cut a 1 x 2 1/2 in. strip for hair. Cut 1/6 in. wide slits, 3/4 in. deep. Attach to head. Repeat to add 2nd layer. Cut a 1/4 x 2 in. strip for hatband; attach to hat. Cut small fondant buckle; attach. Attach hat to head with melted candy.
Cut nougat candy into 3/4 x 3/8 in. diameter logs for arms; attach with melted candy. Flatten a 1/2 in. fondant ball for hands; cut slits for fingers and shape. Attach to arms with melted candy. For broom bristles, shape a 1 x 1 1/4 in. fondant triangle; trim 1/4 in. off point and mark lines with knife. Attach bristles to pretzel stick and pretzel stick to hand using melted candy. Attach head and had with melted candy.
