Instructions:

Step 1

Bake and cool cupcakes in silicone cups supported by cookie sheet. Cover cupcake using tip 12 and then ice smooth. Outline and fill in bib with tip 3; smooth with finger dipped in cornstarch. Edge bib with tip 3 balls; print tip 1 message. Attach rattle with icing.
