Roll out dough and cut cookies using medium round Cut-Out™ and star cutter. Bake and cool.

Step 3

Ice face and shirt area smooth (smooth with finger dipped in cornstarch). Pipe tip 2 facial features, hair, beard and goatee.

Step 4

For hat, turn spice drop upside down and pipe tip 2 blue band on bottom (smooth with finger dipped in cornstarch).

Step 5

Attach to wafer candy brim with icing. Pipe tip 2 white stripes on hat and attach to head with icing; set aside.

Step 6

Outline and pipe in jacket and lapels with tip 4 (smooth with finger dipped in cornstarch). Pipe tip 2 stripes on pants.

Step 7

Pipe in tip 2 bow tie. Attach head to body with icing. For shoes, cut jelly beans in half and attach with icing.

Step 8

Pipe tip 2 hands; position flag pick in left hand and overpipe dot fingers; let dry. Attach stick to back of cookie with icing. Let dry.
