Instructions:
Step 1
Out of cookie dough, cut numbers and letters using cookie patterns. Bake and cool. Outline with tip 4 strings. Fill in with tip 14 stars. Attach craft sticks to large cookies with royal icing. Let dry.
Step 2
Ice 2-layer cake smooth. Edge base with tip 1A ball border. Trim with tip 4 drop strings and dots. Attach cookie letters on side with icing. Pipe tip 12 balls on cake top and edge. Add tip 3 printed message. Pipe number 3 with tip 8.
Step 3
Figure pipe bear on number 3 cookie. Push cookies into cake top. Figure pipe bears on top and sides. Add tip 1 balloon strings.
