Bake and cool 2-layer cake. Position on foil-wrapped board and ice smooth in buttercream icing.
Use Slide-N-Cut Edge Cutter and Sugar Sheets! colors to cut ten rectangles for candles, 1 x 2 3/4 in. high.
Use Rotary Cutter and a contrasting color to cut five diagonal strips, 1/4 in. wide; trim to fit and attach to candles with piping gel.
Use knife and Black Sugar Sheets! to cut 1/8 x 1/4 in. wicks. Attach to back of candle with Piping Gel. Position on cake side, 1 1/2 in. apart.
Use punch with 3-star Cutting Insert from set and Bright Yellow Sugar Sheets! to cut stars for flames; with knife trim off left and right stars. Attach center star with piping gel.
Use punch with large Layered Circles insert and Sugar Sheets! colors to cut six balloons for cake top.
Use Rotary Cutter and Sugar Sheets! colors to cut 1/8 in. wide balloon strings from 3 in. to 5 in. long. Attach to balloons with piping gel.
Use knife and Sugar Sheets! colors to cut a 3/8 x 1/4 in. high triangle knot for each balloon. Attach to string with piping gel.
Position balloons on cake top.
Use knife and Sugar Sheets! colors to cut 8-10 strips, 1/4 x 2 in. long, for streamers. Wrap around wooden dowel rod for 2 minutes. Slide off and attach around cake with piping gel.
