Instructions:
Step 1
Ice sides of cap and background areas smooth. Pipe in mouth and tongue with tip 3 (smooth with finger dipped in cornstarch).
Step 2
Cover cap with tip 18 stars; cover face with tip 16 stars. Add tip 16 swirl hair.
Step 3
Pipe tip 2 outline eyes, lashes and eyebrows. Pipe tassel with tip 3 bead string, ball knot and outline fringe.
Step 4
Add tip 3 ball button (flatten and smooth with finger dipped in cornstarch).
