In advance: Using royal icing, make swirl drop flowers on waxed paper. Make 40 tip 2D flowers, 45 tip 131 flowers and 100 tip 224 flowers, all with tip 3 dot centers. Make extras to allow for breakage and let dry. Using thinned royal icing, make 300 tip 2 dots on waxed paper; let dry.
Bake and cool 1 in. high buggy cake and 2-layer round cake (bake two 1 1/2 in. layers to make a 3 in. high cake). Prepare cakes for stacked construction. Cut off background areas of buggy cake.
In buttercream, ice smooth round cake and wheels, handle area, and upper rim of buggy. Build up hood area with tip 12, piping each section separately (smooth with finger dipped in cornstarch).
Pipe tip 12 outline handle. Pipe body of buggy with tip 5 basketweave, piping sections 1/2 in. apart. Pipe tip 5 outline wheel spokes.
Add tip 12 outline wheel rims and ball hubs (flatten hubs and smooth with finger dipped in cornstarch). Pipe tip 127 ruffle on upper rim of carriage.
With buttercream, attach tip 224 flowers along top edge of ruffle and tip 131 flower clusters at corner of hood; add tip 2D flowers on wheels.
On round cake, pipe tip 12 bead bottom border. Position assorted flowers on border. Add tip 349 leaves. Print tip 3 message.
Position buggy cake. Position dots on top and sides of cake.
