Tint a portion of dough lime green by combining lemon yellow with leaf green. Cut green witch head and plain ghost body using cutters from set.
Trim off arm from ghost; bake and cool. Decorate cookies on waxed paper.
Attach witch head to top of ghost head with icing. Pipe tip 1 dot and string facial features in black.
Ice hat smooth in black; pipe tip 5 hat brim in black. Pipe tip 3 hat band in violet; pat smooth with finger dipped in cornstarch.
Add tip 3 buckle in yellow; pat smooth with finger dipped in cornstarch. Ice body smooth in violet; add tip 5 arm in violet, pat smooth.
Pipe tip 5 cape in black; smooth with finger dipped in cornstarch. Pipe tip 3 dot hand, fingers and wart in leaf green. Pipe tip 3 pull-out hair in orange.
Cut pretzel rod to 5 in. and attach to back of cookie with icing. Pipe tip 3 dot shoes. Pipe tip 3 pull-out broom bristles in yellow.
