In advance, tint 12 oz. fondant each color: rose, teal, violet, green. Knead in 1/4 teaspoon of gum-tex into each color. Tint 3 oz. of each color a darker shade and knead 1/8 teaspoon of gum-tex into each. Roll lighter color out 1/8 in. thick and cut one gift in each color. Middle gifts for top tier and bottom tier, make one in each color. For side gifts on top and bottom tiers, make 2 in each color. For ribbons and bows and gifts on bottom tier, roll out matching color fondant 1/16 in. thick cut strips 3/8 in. thick x the length of each gift. Attach to damp brush. Cut bow with smallest oval cut-out and attach with damp brush. For top tier, roll fondant 1/16 thick and cut strips 1/2 in. thick. Use the large open end of tip 2A to cut bow loops, roll into oval and attach with damp brush. For top gift, cut fondant strip 3/4 in. wide and use medium oval for bow. Dust all gifts with white pearl dust; attach white sparkles to ribbons and bows with piping gel. Attach 2 lollipop sticks to back of large gift using melted candy.
Bake and cool 2-layer 6 in. and 8 in. cakes, trim layers so each cake is 3 in. high. Prepare to be covered with fondant by lightly icing with buttercream. Cover with fondant. Attach gifts to cake using buttercream. Insert large gift in top tier.
