In advance: Cut and bake fish cookie; let cool. Ice smooth; pipe tip 3 zigzag fins and tail, dot eye.
For fishing pole, brush dowel rod with brown icing color thinned with water; wipe off excess with paper towel and let dry.
Trim hose area off cake. Ice sides and background areas smooth. Outline boots, body, head, eyes, mouth and hat with tip 4.
Pipe in boots with tip 10 (smooth with finger dipped in cornstarch). Pipe in eyes, inside sleeves, top and underside of hat with tip 4 (smooth with finger dipped in cornstarch).
Pipe tip 3 dot pupils (smooth with finger dipped in cornstarch); add tip 3 outline mouth. Cover face, shirt and pants with tip 16 stars; overpipe nose.
Cover vest with tip 18 stars. Pipe tip 3 outline ears and vest pockets. Fill in pockets with tip 16 stars and add tip 3 dot buttons.
Pipe tip 127 ruffle hat brim; add tip 45 band. Pipe tip 2 zigzag flies on hatband. Pipe tip 3 pull-out hair. Pipe tip 21 C-motion bottom border.
For licorice fishing line, cut ½ in. long slits at 2 ½, 3½ and 8 ½ in. increments; thread pole through slits.
Position pole in hand area, outline hands with tip 3 and overpipe with tip 16 stars. Pipe a tip 3 dot mouth on fish and insert licorice line.
