Bake and cool cake.
Follow package instructions to fill cake with blue or pink icing.
Ice cake smooth with white icing. Pipe tip 9 bead bottom border.
To make flags, use pink and blue edible paper. Cut eight of each color in a triangle shape (1 1/2 in. wide at bottom and 3 in. high). Outline each flag with matching edible marker and print name. Attach to lollipop stick with matching color melted candy.
To make swags, cut four circles using pink edible paper and second largest utter from set. Cut circles in half. Attach swags to cake with piping gel.
To make blue swags, cut eight circles using blue edible paper and second largest cutter from set. Using cutter as guide, move it up 3/4 in. and cut again to form swag. Attach to top of pink swag with piping gel.
To cut white circles, cut eight circles using white edible paper and large open end of tip 1A as pattern. Attach at swag intersection points with piping.
Insert flags into cake.
