Use tip 3 and thinned down white color flow icing to fill in cookie; sprinkle immediately with white sugar and let dry. Use tip 3 and full-strength white color flow icing to decorate wings and trims on dove. Use tip 3 and full-strength blue icing to pipe in eye.
