Roll out dough. Trace arm and leg patterns on dough with toothpick; cut out cookies with paring knife. Bake and cool cookies and cupcakes.
Ice cookies and cupcakes smooth using chocolate icing. Position on cake circle. Insert arms and legs in cupcake body.
Decorate all trims using tip 4. Pipe white dot buttons, cheeks and nose (pat smooth with finger dipped in cornstarch).
Add black dot eyes (pat smooth with finger dipped in cornstarch).
Roll out green spice drops on waxed paper sprinkled with granulated sugar. Cut two 3/4 x 1 1/2 in. strips for bow tie loops; fold over and trim to shape with scissors. Pinch ends together. Cut oval from spice drop for bow knot; attach with dots of icing.
Attach bow tie with dots of icing. Attach mini candy cane to arm with dots of icing.
