Instructions:
Step 1
In advance: Make cookies. Prepare and roll out dough. Cut cookies using cutters from set. Bake and cool cookies.
Step 2
Outline with tip 3 and full-strength icing; flow in with thinned icing . Let dry on waxed paper-covered boards.
Step 3
Using full-strength icing, pipe tip 3 outline details, names and numbers.; attach Lollipop Sticks to back of pennants. Let dry.
