Prepare and roll out cookie dough. Cut with flag cutter. Bake and cool cookies.
Pipe on icing using tip 8; smooth with spatula. Use blue gel to fill in upper corner; sprinkle with white nonpareils.
Pipe red gel wavy stripes. Pipe tip 6 line for pole and dot on top.
