Bake a two-layer cake in Wilton's oval pan cake pans, then using tip #48 and bright colored icing to pipe a series of lines up the sides. Press out stars at the line tops and “candle holders” on cake top with tip #19. Add Wilton Clown heads and candles, roll in on Wilton's Circus Wagon!
