Position cookie cutter on waxed paper lined sheet pan. Fill cutter with melted candy, approximately 1/4 in. deep. Refrigerate until firm. Unmold butterfly and carefully cut in half down center. Using melted candy in cut disposable bag, pipe dots on wings. Round edges of nougat candy for body; attach licorice antennae and round candies with melted candy. Attach wings to sides of nougat candy with melted candy. Let wings rest on cotton balls until set.
