In advance: Using royal icing and flower nail, make 56 tip 103 roses with tip 10 bases. Make 95 tip 101 apple blossoms with tip 1 dot centers. Make extras to allow for breakage; let dry.
Ice smooth 2-layer round cake (3 in. high) and 2-layer petal cake (4 in. high); prepare for stacked construction. Attach roses on top sides of both cakes.
Pipe tip 4 bead bottom borders; position apple blossoms over beads. Using tips 3 and 4, pipe dot bead garland, 1 1/2 in. deep, and cross on petal sections (use tip 4 for larger dots). Position base on cake; position girl topper.
