Cake serves 439.
Using royal icing, make 390 (120 yellow, 150 orange, 120 red) tip 224 drop flowers with tip 3 dot centers. (To achieve shade shown, tint white royal icing before adding specific flower colors.) Make extras to allow for breakage and let dry.
Use royal icing and smooth side of tip 47 to pipe "boards" for fence; make 18 at 2 1/2 in., 28 at 2 1/4 in., 28 at 2 in. and 20 at 1 3/4 in.. Trim ends immediately to form point. Make extras to allow for breakage and let dry.
Cut Church and Steeple Patterns from cookie dough; bake and cool. Ice smooth with royal icing; let dry.
Mark windows and doors with pencil. Assemble church and steeple with royal icing. Using decorator brush, paint stained glass windows with thinned down royal icing.
Pipe tip 47 smooth side bands at corner of church. Pipe tip 3 string trim around doors and windows and for cross; add tips 3 and 4 beads at roof and steeple edges and trim on bands. Add tip 3 drop strings, 1/2 in. deep, on roof.
Paint doves with thinned down royal icing; let dry. Attach flowers to church. Pipe tip 352 leaves. Position birds.
Ice and prepare 2-layer cakes for stacked and pillar construction. *The 20 in. square cake is assembled from four 2-layer 10 in. square cakes.
Mark all square cakes the same for drop strings: 3 in. wide and 1 3/4 in. deep. Divide 10 in. rounds cake into 10ths, mark center of each garland 1 3/4 in. deep.
Decorate all cakes except 8 in. round as follows: Pipe tip 3 triple drop strings. Pipe tip 32 shell bottom border and tip 18 reverse shell top border. Add drop flowers and tip 352 leaves.
On 8 in. round, pipe tip 233 grass around bottom of cake and plate.
Attach flowers to cake, then attach fence pieces, descending from largest to smallest, then ascending. Attach flowers to top border and add tip 352 leaves.
At reception, assemble cake, add fence to 16 in. square cake and position church. Add fresh flowers and ornament.
