Instructions:

Step 1

Several days in advance: Make cookies. Prepare and roll out dough. Cut 5 fish using cutter. Bake and cool cookies. Decorate with royal icing on waxed paper-covered board. Ice smooth. Pipe tip 3 dot eye; add tip 3 dot pupil. Pipe tip 6 bead fins and lips. Let dry.

Step 2

Also: Use royal icing to pipe seascape details on waxed paper-covered boards. For coral, pipe tip 16 branches, 10 each violet and rose. Pipe 12 pieces of green seaweed, 3 1/2 to 14 in. high, using tip 112. Let dry. Use Thinned Royal Icing in cut parchment bag to pipe bubble groups (1/2, 3/4 and 1 in. dots); let dry overnight then dust edges with Pearl Dust. And: Attach seaweed, 6 coral pieces, fish and bubble groups to lollipop sticks with icing. Trim lollipop sticks as needed; for tallest, tape 2 sticks together for extra height. Let dry.

Step 3

And: Mold candy pieces. Tint portions of candy orange, pink and yellow using candy colors. Mold 4 solid starfish and 8 marbleized seashells. Mold Ariel candy plaque.

Step 4

Bake and cool 2-layer cake; prepare for Center Column Construction. Ice smooth and spray with Color Mist. Position on 18 in. base plate. Ice outer edge of plate and sprinkle on brown sugar. Pipe tip 6 bead bottom border. Pipe tip 3 message. Insert 2 plastic dowel rods where candy plaque will sit. Attach candy plaque to center column with melted candy. Use icing to attach coral and candy shells around bottom of cake; position remaining pieces of seascape. Tie curling ribbon around exposed lollipop sticks; secure with melted candy.
