Spatula ice half ball cake. Trace pattern with toothpick. Ice mouth area smooth; using tip 5, outline mouth and pipe dot teeth. Smooth and shape with finger dipped in cornstarch. Add tip 2 message.
Pipe tip 1A dot eyes; add tip 5 dot pupils. Pipe tip 2A dot cheeks and nose. Shape and smooth with finger dipped in cornstarch.
Cover ice cream cone with tip 18 stars. Position cone in cake.
Add tip 16 star details and pull-out star pom-pom. Add tip 18 pull-out star fringe.
