Several days in advance: Make numbers. Trace number pattern on parchment and tape to cake circle or board; cover with waxed paper; tape in place. Using full-strength color flow, outline numbers with tip 3. Flow in with thinned color flow in cut parchment bag; let dry 48 hours. Carefully remove from paper, turn numbers over and repeat process on back to reinforce; let dry an additional 48 hours. Attach lollipop sticks, trimmed if necessary, to backs using full-strength color flow. Let dry.
Ice 2-layer cakes smooth and prepare for Stacked Construction. Use pattern and toothpick to trace scrolls onto cake sides. Outline scrolls with tip 3 and white buttercream; overpipe with tip 2 and black tube icing. Pipe tip 6 bead top and bottom borders. Insert numbers in cake top, trimming sticks if necessary. Place cake on stand; position votives.
