Bake and cool 1-layer oval and duck cake using firm-textured batter such as pound cake. Ice oval cake smooth on foil-wrapped cake board and prepare for Stacked Construction. Print tip 5 message; add confetti sprinkles from assortment. Pipe tip 21 shell bottom border.
On duck, ice beak smooth. Pipe tip 7 dot eyes (pat smooth with finger dipped in cornstarch). Add tip 5 dot pupils. Cover cake with tip 18 stars. For wings, overpipe tip 18 pull-out stars. For wing holding balloons, pull stars toward front of duck. For party hat, trim cone to 4 in. high; ice smooth. Attach cone to head with buttercream; add tip 5 pull-out fringe pompom and brim. Pipe tip 5 number.
At party: Position duck on oval cake. Cut one lollipop stick to 4 in.; insert in beak to support party horn, leaving 2 in. extended. Trim? horn approximately 2 in. and insert end over lollipop stick. Tie curling ribbon to balloons, then to lollipop sticks; trim sticks as needed and insert in cake.
