In advance, cut the following cookies: "HAPPY BIRTHDAY" and three 3 in. round balloons using 101 Cutter Set, 2 square crinkle gifts, 4 ice cream cone hats (cut ice cream area off cone and reserve for other cookies).
Roll sixty 3/4 in. diameter balls of dough and position on cookie sheet. For each gift cookie, cut 3 circles using large opening of tip 8; position and press on top to form bow.
For pompoms, cut 4 circles with large opening of tip 8; attach one to point of each hat cookie.
Bake and cool all cookies.
Follow pouch directions to outline and fill in letter, gift and hat cookies with Ice-A-Cookie; let dry overnight.
Cover ball cookies with Ice-A-Cookie; let dry at least 1/2 hour. Pipe spirals on ball tops using Ice-A-Cookie and decorating tip included; let dry.
Use Ice-A-Cookie and decorating tip for the following: outline and pipe-in ribbons and bows, add dots to gifts, highlights to balloons, swirls and stripes to party hats; let dry.
Attach cookies to treat sticks with icing; tie on curling ribbon. Set aside.
Ice 2-layer cakes smooth with 1/2 in. icing and prepare for stacked construction.
Using Icing Sculptor with yellow blades (u-shaped edge), comb cake sides. Pipe tip 8 ball top borders on both tiers.
Attach cookie balls for bottom borders with icing.
Attach cookie message to cake sides with icing.
Sprinkle confetti from Flowerful Medley on top tier; insert cookies.
Bake and cool cupcakes; pipe tip 1M swirl on tops.

Position cupcakes around cake and insert celebration candles.
