Roll out cookie dough and cut out face using smallest round cutter. Bake and cool.
Cut lollipop stick to 2 1/2 in. long and attach to back of cookie with icing, let set. Bake and cool cupcakes.
For legs, cut two 2 1/2 in. lengths of lollipop stick for each cupcake. Mix orange icing color with a small amount of vanilla extract and paint sticks; let dry. Ice cookie faces smooth. Using tip 3, add string eyes and pipe in beak; pipe tip 16 pull out star feathers. Set aside. Ice cupcakes smooth. Using tip 5, pipe clothes, smooth with finger dipped in cornstarch; add dots. Insert face. Cut fruit jelly candy to form feet; push lollipop stick into candy and inset in cupcake. Pipe tip 3 zigzag leg openings. Pipe tip 21 pull-out star wings.
