The Wilton Party Cutter Set makes it easy to cut these fondant decorations.

(A simple round cutter is used for the balloons.)
Bake and cool 1-layer cake. Prepare and cover with 36 oz. white rolled fondant; reserve excess fondant. Tint fondant: 12 oz. yellow, 6 oz. blue, 6 oz. rose, 4 oz. green. Roll out 1/8 in. thick as needed. Cut 4 in. squares; 1 orange and 2 each blue, green, pink, yellow. Attach to cake top using damp brush. Cut balloons using Circle Metal Cutter; cut presents, hats, cupcakes and center cake using Party Cutter Set. Use knife and cookie cutters to cut trims.
For balloons, cut 1 in. long teardrop highlight. For presents, cut 1/2 x 1 3/4 in. wide bow and 2 1/2 x 1/4 in. wide ribbon; use wide end of tip 3 to cut center knot. For hats, use cutter edge and knife to cut border; use wide end of tip 3 to cut pompom. For cupcakes, use cutter top and knife to cut icing. For cake, cut circles with wide ends of tip 1, 1A and 127D; cut in half for swags. Attach trims using damp brush.
Use black FoodWriter to draw balloon strings and to outline all pieces (except balloon highlights). Use color-matched FoodWriters to add slightly darker stripes on presents and cupcakes, dots on hats, sprinkles on icing and borders on center cake. Attach. Roll yellow fondant into four 12 x 1/2 in. logs; attach for bottom border. Roll 1/4 x 3/4 in. logs and attach on corner seams.
