I bought this cutter off of eBay as I thought it was neat BUT have no idea what flower or "thing" that it makes.

Does anyone have any ideas? There were 2 of them and they are both the same size.

I've never seen that before but roll out some fondant and play with it. See what you can create. Did you get the whole set of 20 cutters?

So you're referring to the 8 petal blossom cutter that already had the veins in it? I don't know what the name of it is, but yay! Saves a step for you in having to use the veining tool.
