Step 1

1 to 2 days in advance: Make candy plaque. Use candy colors to tint candy: 6 oz. skin tone (add orange and a small amount of dark cocoa candy to white candy for skin tone shown); 4 oz. each pink, violet (use violet and a small amount of blue for violet shown); 3 oz. ivory (add small amount of orange to white candy); 1 oz. each black (add black to dark cocoa candy), brown (add white to dark cocoa candy for light brown eyes); 1/2 oz. each light blue, dark blue, yellow, red. Pipe candy into pan using parchment triangles or disposable decorating bags. Pipe one color at a time, chilling to set each color before piping any touching colors. Add remaining white candy to level back area. Chill completely before unmolding onto soft cloth. Add fine details (pupil highlights, Map?s eyes and eyebrows and mouth) and overpipe black facial outlines after unmolding. Position candy plaque on foil-wrapped board, cut to fit.

Step 2

Make flowers. Using royal icing on waxed paper-covered boards, pipe 12 tip 190 drop flowers each in rose, violet and orange. Pipe tip 3 dot flower centers in yellow. Make extras to allow for breakage. Let dry 24 hours.

Step 3

Bake and cool 1-layer cake; level to 2 in. high. Ice cake smooth with dark blue buttercream.

Step 4

Starting at outside edge, use toothpicks to mark five rainbow stripes 7/8 in. wide. Use various colors to fill in with tip 16 stars. Pipe tip 18 pull-out star grass bottom border. Position flowers. Insert dowel rods where candy plaque will rest. Position candy plaque. Print tip 3 message.
