Make flower center base. Melt white Candy Melts candy according to package directions. Use pink from garden candy color set to tint melted white candy pink.
Place medium round (2 5/8 in.) cutter on non-stick cookie pan. Fill cutter ¼ in. deep with melted pink candy. Tap to smooth and remove excess candy. Chill until firm, about 10 to 15 minutes. Reserve remaining melted pink candy.
Make flower center top. Melt yellow Candy Melts candy according to package directions. Make a candy shell in smallest dessert dome cavity according to package directions. Chill until firm, about 10 to 15 minutes.
Use melted yellow candy in cut decorating bag to pipe a swirl on top of flower center top. Chill until firm, 3 to 5 minutes.
Make flower petals. Dip five potato chips for each treat in reserved melted pink candy. Place on parchment-covered cake boards. Chill until firm, about 5 to 10 minutes.
Use brush and remaining melted pink candy to brush lines at the of each petal which will be closest to the flower center, about 1 1/2 in. long. Sprinkle with pink sugar. Let set, about 3 to 5 minutes.
Assemble flowers. Use melted pink candy in cut decorating bag to attach petals to flower center base, overlapping slightly. Chill until set, about 3 to 5 minutes. Use melted candy to attach flower center top to petals. Chill until set, about 3 to 5 minutes.
