Bake and cool cupcakes. Ice smooth. Make five curliques in each color for each cupcake. Use scissors to cut red, bright blue, bright yellow and bright green strips 1/8 x 4 in. long. Wrap around lollipop stick to curl; let rest 15-30 seconds and slide off. For each balloon, use punch with large Layered Circles Insert to cut two same-colored circles in blue, yellow or red. Sandwich over top 1 1/2 in. of lollipop stick; brush with piping gel to secure.
With scissors, cut white highlights, approx. 5/16 x 3/16 in.; attach with piping gel. For balloon ties, cut matching triangles, approx. 3/8 x 1/2 in. wide at base; attach. Insert balloons and attach curliques with piping gel.
