In advance: Make cookie pops. Prepare and roll out dough. Cut rounds using Comfort-Grip Cutter. Bake and cool cookies. Use full-strength icing to pipe tip 3 outline border; flow in center with thinned icing. Let dry 24 hours. Also: Decorate skulls. Pipe tip 1 outline eyebrows, dot eyes and pull-out hair. Use white icing to pipe tip 3 pull-out nose and ears, tip 1 outline teeth.
Tint icing red. Pipe tip 1 outline scrolls, dots, beads and fleurs de lis. Let set. Use melted candy in cut Parchment Bag to attach skull to cookie and cookie to stick. Let set.
