Make cookies. You will need two cookies per treat. Prepare dough and roll out dough 3/16 in. thick. Cut using largest round Cut-Out from set.
Invert whoopie pie pan and spray with vegetable pan spray. Drape dough over every other pan cavity, pressing to smooth surface. Bake 10-14 minutes, or until firm and golden brown. Cool pan on cooling grid 10 minutes. Carefully loosen bottom edges of pan using spatula.
Mold four candy hearts per treat. Melt light cocoa Candy Melts candy according to package directions. Use melted light cocoa candy and cut parchment bag to fill heart candy molds. Chill until firm. Unmold and reserve for tops of treats.
Fill treats. Fill one cookie with three chocolate hearts. Use a cut parchment bag and melted white candy to pipe a line of melted candy around rim of candy-filled cookies; attach second cookie.
Decorate tops of treats. Use melted white candy and a cut parchment bag to pipe stripes in one direction. Chill until firm.
Use melted light cocoa candy and a cut parchment bag to pipe stripes in the opposite direction from the white stripes to create a plaid pattern. Chill until firm.
