Makes:Makes about 2-1/2 dozen 2-in. sandwich cookies.
Preheat the oven to 350°F. Prepare cookie pans with parchment paper.
In medium bowl, sift together cornstarch, flour, and baking powder.
In large bowl, beat sugar, butter and solid vegetable shortening until light and fluffy. Add brandy and lemon zest; beat. Add the egg yolks one at a time, beating well after each addition. Add the dry ingredients and mix on low until just combined.
Transfer the dough to a lightly floured surface and knead 4-5 times, then divide into 3 discs. On lightly floured surface, roll each disc to 1/8 in. thickness. Cut with 2 in. round cutter and transfer to prepared cookie pans, spacing 1/2 in. apart. Reroll scraps and repeat until all the dough has been cut.
Bake 12-15 minutes, or until cookies are just lightly golden. Cool 5 minutes; remove to cooling grid. Flip half the cookies over and top each with 1 heaping teaspoon of dulce de leche. Top with remaining cookies.
