Ice feet smooth; pipe tip 6 ball pads (flatten and smooth with finger dipped in cornstarch). Edge with tip 233 pull-out fur. Set cookies aside.
On cake, horizontally trim 1/2 in. from top of ears and front paws to allow placement of cookie ears and icing arms. Ice sides and background areas smooth. Lightly ice face and trace pattern with toothpick. Outline facial features with tip 4; pipe in nose, mouth, teeth and tongue with tip 4 (smooth with finger dipped in cornstarch). Cover face and body with tip 233 pull-out fur. Pipe tip 2 string lashes. Position basket cookie; cover with tip 46 basketweave; add tip 6 rope handle and border. Build up tip 12 arms and hands; outline with tip 4 and overpipe with tip 233 pull-out fur. Pipe tip 233 pull-out grass in basket; position egg icing decorations; pipe tip 101 bows on handle. Add tip 233 pull-out grass bottom border; attach petite egg icing decorations. Before serving, position cookie feet and ears; attach with icing if necessary.
